मंत्रिपरिषद की बैठक , दिनांक 09 जुलाई 2024

छत्तीसगढ़ प्रदेश के  मुख्यमंत्री श्री विष्णु देव साय की अध्यक्षता में दिनांक 09 जुलाई 2024 को मंत्रालय महानदी भवन में मंत्रिपरिषद की बैठक आयोजित हुई। बैठक में निम्नानुसार महत्वपूर्ण निर्णय लिए गए - मंत्रिपरिषद की बैठक में निर्णय लिया गया कि राजस्व एवं आपदा प्रबंधन विभाग तथा वन और जलवायु परिवर्तन विभाग द्वारा वन अधिकार अधिनियम के तहत व्यक्तिगत्त वन अधिकार पत्रधारकों की मृत्यु होने पर वारिसानों के नाम पर काबिज वन भूमि का हस्तांतरण राजस्व या वन अभिलेखों में दर्ज करने संबंधित कार्यवाही के लिए प्रक्रिया प्रारूप का अनुमोदन किया गया। इससे भविष्य में नक्शा का जिओ रिफ्रेंसिंग होने से भूखण्ड का आधार नंबर भी लिया जाएगा। इसका उपयोग नामांतरण, सीमांकन, बटवारा आदि में किया जाएगा। प्रदेश में गुणवत्तापूर्ण शिक्षा व्यवस्था के लिए मंत्रिपरिषद की बैठक में भारत सरकार के शिक्षा मंत्रालय द्वारा जारी राष्ट्रीय शिक्षा नीति-2020 को छत्तीसगढ़ राज्य में पूर्ण रूप से लागू करने का निर्णय लिया गया। नई शिक्षा नीति के तहत कक्षा 5वीं तक बच्चों को स्थानीय भाषा-बोली में शिक्षा दिए जाने का प्रावधान किया गया है। इसके स...

  विभागीय जाँच प्रक्रिया (Procedure of Department Inquiry) 1. विभागीय जाँच का प्रारम्भ- विभागीय जाँच हेतु जब कोई प्रकरण अनुशासनिक अधिकारी द्वारा तैयार किया जाता है। तब आरम्भिक स्थिति में तीन महत्वपूर्ण घटनाएँ घटित होता है. जो इस प्रकार है-  (1) आरोप पत्र तैयार किया जाना- विभागीय जाँच के प्रारंभ करने की जो प्रथम महत्वपूर्ण कार्यवाही है, वह अनुशासनिक अधिकारी द्वारा, जिस कदाचरण हेतु विभागीय जाँच का निर्णय लिया गया है. आरोप-पदों का तैयार किया जाना है। आरोप पत्र तैयार करना 'सी.जी.सी.एस.सी. सी.ए. नियम के अधीन एक आज्ञापक (Mandatory) कार्यवाही है। इस प्रकार सी.जी.सी.एस.सी.सी.ए. नियम के नियम 14 (3) में अपचारी अधिकारी को एक आरोप पत्र जारी करने का प्रावधान किया गया है, जिसमें मुख्यतया निम्न ब्यौरे होंगे-  (ⅰ) लगाए गए आरोप या आरोपों का विवरण( Discription of Charges ), (in) आरोपों पर अभिकथन ( Statement of Allegations ),  (ii) अभिलेखीय साक्ष्यों की सूची ( List of documentary evidence ),  (iv) साक्षियों की सूची ( List of witnesses )। (2) अपचारी अधिकारी को आरोप पत्र जारी किया ज...

(Defendant/ Responded) Sub: This case relates to Section 59 (2) of the MP Land Revenue Code, which has retrospective effect or not, has been decided herein. Facts of the case :- 1. The Plaintiff owned an agricultural land measuring 26 acre in the Khasra No. 649/3 at Tahsil Sausar in District Chhindwada of MP. 2. A house was built at this land by diverting a portion of that agricultural land into non agricultural land in the year 1928. 3. The MP Land Revenue Code came into effect from 2 Octo- ber, 1959 and this was clear that the diversion of the said land had already taken place before the MP Land Revenue Code having been operational. 4.
